The pip-tools dependency we want for now was being overriden and the older version was making it impossible to compile the storage service requiremnts. The up-to-date version has been moved to where it was being overridden from.

The pip-tools dependency we want for now was being overriden. It has
been moved to where it was being overridden from.

* Will help testing of artefactual-labs/am#92 but we're currently living without this commit, we can probably live without it a little longer, but I'd prefer not to if we get 92 right this time around.
